Are touch events part of HTML5? I know that both Safari and the Android browser provide a way to capture touch events via Javascript. IE has some touch functionality built in but not so that you can alter it.

Are touch events something that HTML5 should be addressing or is that for each of the browsers to decide? Who should be driving that standard?

(I apologize if this has been discussed elsewhere, searched the forum for "touch" and came up empty)

Touch events is something for DOM Events to address. However, the people working on DOM Events are still working on defining mouse events and keyboard events. :)
