I know what whitelisted means in terms of allowing access to or from a domain, but in the NETWORK section of the cache manifest, what does it mean to whitelist a domain? Are those the domains whose files are to be regarded as eligible for caching?

For those resources matching a whitelist namespace in the NETWORK section, the user agent will never try to load them from the cache but will instead always attempt to obtain them from the network.
