HTML5 and the loss of frameset/frames

Hi all,

Hoping somebody can point me in the correct direction here. In the past I have built applications which used framesets so that I could keep toolbars etc. accessible from the top of the page even if the content below was long and scrollbars required.

I have also used other frames for footer information so summary information could be available no matter where you were in the content.

So:

Static Header

Scrollable content

Static footer


How can I achieve layouts such as this now that this is no longer available with HTML 5? Keep in mind I need to have the capability of static footers, static headers. Static sidebars may be needed at some point as well.
