NON force scroll bar solution?

Does anyone know of a cool solution to the scroll bar / no scroll bar issue on non-IE browsers for short pages?

I know of a couple of ways to force scroll bars, but if anyone knows of a cross-browser solution (to avoid the page shift) that works without forcing scroll bars, it would be really appreciated
