What do "flow content" and "phrasing content" mean?

There are new kinds of content in HTML 5, and they are specified in section "3.2.5.1 Kinds of content" (http://www.whatwg.org/specs/web-apps/current-work/multipage/elements.html#kinds-of-content). I try to translate the term "flow content", and "phrasing content" to foreign language, so I'd like to know the origin of this terms. For example, water flows in a pipe, but why content and HTML element are flowing? Content of web page flows if it is scrolling by web browser's scrollbar. Whether this effect is the source of "flow content" term?

Phrasing (in linguistic) is probably a process of splitting a sentence into phrases (https://en.wikipedia.org/wiki/Phrase). Could you explain me the origin of "phrasing content" or give me nearest synonym for this term.

I translate into Polish. I found suitable translation on page http://www.bt4.pl/webmaster/html-xhtml- ... sci-html5/ today.
Author is professional translator, so translation should be good.
