Why is <details> a Sectioning Root?

Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

If <details> can only have <dt> and <dd> how can <details> be a Sectioning Root?

Maybe instead: have <dd> as a Sectioning Root, only when it is within the <details> element.

By saying that it is a sectioning root. Sectioning roots don't need to contain heading content as direct children.
