Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

What about a html textarea, an application interface language like XUL, client-side encryption, a new language for static websites which makes framesets unnecessary, interactive videos, webcam and microphone access in Javascript, a new authentication system for the web (with no need to remember a password), a new filebrowser element for remote files, an standard way to edit webpages and an standard abstract language for forums like RSS is the standard language for news?

A lot of those ideas are out of the scope of the HTML specification. For example, you mentioned RSS, which is separate from HTML. That said, you can work on any of those ideas outside of HTML, and it might catch on and become a specification in its own right.
