Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

One of the worst things in HTML (for usability, linking and many other reasons) are frames! They were invented by Netscape in the Stone Age of the Internet without thinking enough about that idea. This was criticized from the beginning and is the perfect example that it's worth to wait a bit longer for a better solution than to do things too rash.
Now it's time to remove those terrible frames forever from HTML!!!

No, frames have their uses and my site uses them. I will agree to the extent that most sites that use them should not however they are not completely useless.

If possible, avoid using frames as frames are
.
If you want to try life without frames then Firefox has an option in about:config, find preference name of browser.frames.enabled you can click and change value to false.
