Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

what about a replacement for <input type="submit" />
and change it to
<submit></submit>
so that it would be easier for people to use images instead of the standard button.
example:
<submit><img src="myImage.png" /></submit>
because if the web is evolving we are going to find new and greater ways to outgrow built in things like the standard html buttons.

There is already the <button></button> element with exactly this functionality. It has been there since HTML4, and is supported by all browsers (although it is buggy in IE7 and lower).
