Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

Add an ability to broadcast video, please. Make HTML5 an ability to make p2p video chat more easily.

Your request is rather broad, for developers to even consider something they typically need the specifics clarified. Are you talking about using P2P peers to host a video which is accessed from by clients visiting sites in example?
