Unspecified behaviour of Add button

Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

After you removed all elements of repeating template items, clicking Add behaviour not clear from the specs (test).
There are three choices:
  1. start counting from 0 or repeat-start all over again
  2. start counting from last deleted item number
  3. start counting from last deleted item number + 1

It doesn't look ambiguous to me. You use whatever the template repetition's index is, which will be 1 more than whatever the last block to have been added was.
