Will Mozilla Audio Data API make its way into HTML5 specs?

Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

Mozilla made a proposal for audio data API to access more advanced information on audio being played by the <audio> element.

Maybe. If no other browser is interested in implementing it, then it probably won't be added to the spec. If other browsers are interested in implementing it, then it seems more likely to be added to the spec.
