I presume you mean scrolling up and down an image with static dimensions and viewing the overflow when moving the mouse in certain directions...

I think that would be something to be done with JavaScript.

Maybe in another ten years you might see something similar in CSS4 unless I'm not aware of a way to do it with CSS3.

...but you can definitely do that with JavaScript.
