Do you think the HTML spec should do something differently? You can discuss spec feedback here, but you should send it to the WHATWG mailing list or file a bug in the W3C bugzilla for it to be considered.

I think it would be highly beneficial to support the MOD format (
http://en.wikipedia.org/wiki/MOD_%28file_format%29) for the (X)HTML5 audio element given the greater programmatic control and greatly reduced bandwidth in comparison to currently support formats (e.g. MP3 and OGG).

I'm deferring to a friend who knows about the format a lot better than I and hopefully will have a more insightful proposal to approach vendors with.
